Rules of rendering of services

This Public Contract (hereinafter referred to as the"Contract") defines the procedure for providing services, as well as the mutual rights, obligations and the order of relations between Cloud-based ticket service BezKassira.by (hereinafter referred to as "Bezkassira"), represented by LLC BEZKASHSIRA BY, No. 193615562, and the buyer (hereinafter referred to as "Client"), tickets for cultural events, sports, educational and any other mass events (hereinafter referred to as "Event" ), accepted (accepted) public offer (offer) on the conclusion of this Agreement.

1. Publication (placement) of the text of this Agreement on the website at www.bezkassira.by  is a public offer (offer) "Bezkassira", addressed to an indefinite circle of persons to conclude this Agreement. 
2. The fact of the Client's acceptance of the terms of this Agreement is the Client's performance on the website www.bezkassira.by any action. Thus, the Client confirms that he is an individual who has the full right and legal capacity to work with this Internet resource; he is a legal entity whose representative has all the rights to work with this Internet resource. www.bezkassira.by on behalf of the specified legal entity; it properly fulfills all the conditions for working with "Bezkassira" . 
3. By purchasing a ticket, the Customer confirms that they are familiar with the age restrictions for this Event.
4. "Bezkassira" automatically creates an account using the e-mail specified when purchasing the ticket, to generate and store information about the ticket (s). E-mail is an integral part of the ticket purchase process and can be used by the service for automatic mailing of e-mails of informational and advertising nature. In addition to the E-mail address and password, "Bezkassira" does not verify the identity of the user of the Internet site. The Client confirms that the data provided by them is provided voluntarily. The Client gives "Bezkassira" , as well as directly to the Organizer of this event, consent to the processing of the transferred personal data (first and last name, place of residence, phone number, email, user name and other requested data when placing an order) without transferring this data to third parties.
5. "Bezkassira"  is not responsible for non-delivery (no possibility of delivery, delay in delivery) of the ticket, e-ticket, caused by inaccuracy of the information provided by the Customer when ordering the ticket; non-functioning of telecommunications channels, data transmission networks, information resources or services, or accidents (failures in operation) in power electrical or computer networks that are outside of their own resources "Bezkassira" , or on the functioning of which it is not able to influence; actions (inaction) of third parties and other circumstances beyond the control of Bezkassir.
6. If there are any problems with the delivery of the e-ticket, the Customer must report this by phone or e-mail support@bezkassira.by indicating problems.
7. "Bezkassira" is not the organizer of any Event. "Bezkassira" sells tickets to Events on behalf of and at the expense of the organizer. Bezkassira is not responsible for failed or canceled Events, date changes, delays, quality of Events and other issues related to the organization of Events.
8. "Bezkassira" is not responsible for losses incurred in connection with the Event, including the cost of items lost during the Event. The rights and obligations associated with the purchased ticket are determined and published by the Event organizer, and "Bezkassira" is under no circumstances responsible for the content, modification, or performance of these rights and obligations. All claims related to the Event, its content, quality, advertising, etc., are submitted to the Event organizer.
9. By posting links to sites on the Internet owned by third parties, Bezkassira is not responsible for the content of such sites. The presence of links to third-party sites on "Bezkassira" does not mean, imply or imply that Bezkassira approves or recommends viewing the content of such sites that do not belong to "Bezkassira". The Client acknowledges and agrees that "Bezkassira" is not and cannot be held responsible for the content of the sites.
10. If the Event is canceled, postponed, or the venue, time, etc. is changed, Bezkassira is not obliged to reimburse the cost of the entrance ticket to the client (the Code of the Republic of Belarus on Culture, paragraph 5 of Article 217). The service fee is not refunded to the client, since the service is considered rendered. Funds for tickets to postponed/failed Events are returned by the organizer of the Event, unless otherwise specified. Bezkassira can refund funds for postponed and/or canceled Events only on behalf of and at the expense of the organizer of the Event. At the same time, Bezkassira independently determines the terms of refund for tickets for each event.
    
11. The procedure and conditions for the sale of gift certificate tickets are regulated in accordance with the Resolution of the Council of Ministers of the Republic of Belarus No. 935 of December 22, 2018.
    
12. "Bezkassira" does not have the right to set the price and terms of sale of the ticket, including does not determine the location of (seated) seats at the Event, also "Bezkassira"   does not replace, compensate for destroyed, lost, stolen, damaged and other tickets.
13. Bezkasira reserves the right to charge the customer the cost of the service fee (from 50 kopecks to 3 rubles) or to increase the ticket price in agreement with the Event organizer. "Bezkassira", when selling tickets, has the right to independently provide additional services to Customers for a fee. The amounts received for additional services rendered to Customers are the own income of  "Bezkassira" . When buying tickets at the partners ' points of sale, an additional fee may be charged for the ticket registration service (from 90 kopecks). "Bezkassira" is not responsible for the amount of additional commission partners. The commission amount can be specified in the partner outlets "Bezkassira". When conducting promotions (discount, promo codes, etc.) - the discount percentage applies only to the ticket price, without taking into account the service fee and other additional commissions.
14. "Bezkassira" can provide the buyer with the "Paid Booking" service with the consent and on behalf of the organizer. When using the "Paid Booking" service, the Buyer is given the opportunity to pay for the order in several stages:
    • initial payment (payment for the "Paid booking" service). The amount of the initial payment is determined by the organizer of the event.
    • full payment of the order within the deadline set by the organizer of the event.
    Tickets are provided to the buyer only after making a full payment for the order. If the full payment of the order is not received within the specified period, the booking is canceled and the tickets go back on sale. Initial payment ("Paid booking" service") it is not returned to the buyer.
15. "Bezkassira" does not check whether the person providing the ticket is the person who purchased the ticket, and is not responsible for any damage caused by this. Only one person can enter the Event with a single ticket. The spectator is responsible for the safety of the ticket. When attending an Event on the basis of a ticket printed out by the Customer, the Customer is considered logged in when the ticket is first presented and / or scanned by the ticket controller. Bezkassira is not responsible for the authenticity and identification of tickets purchased at unknown locations (not at the points of sale of Bezkassira and not on the website www.bezkassira.by). The ticket must be stored in a safe place - direct sunlight and high temperatures can spoil the quality of the ticket form and make it difficult to read the barcode from it.
16. "Bezkassira" has the right to make changes to the terms of use of the Website by publishing relevant information in the news section of the website www.bezkassira.by. Changes take effect after they are published on the site.
17. Changes and / or additions to this Agreement are made unilaterally by the decision of Bezkassir and are made available to the public by publishing the relevant information on the official website www.bezkassira.by.
